MIDA Board Meeting Highlights - September 18, 2026
The MIDA Board received planning and construction updates, including for Building 1573/Air Force Replacement Building and the Roy Innovation Center expansion, within MIDA’s Falcon Hill Project Area, above.

Board members present: Chair Stuart Adams, Vice Chair Jerry Stevenson, Gage Froerer, Mike Ostermiller, Gary Harter, Mark Shepherd, Erik Rowland, and non-voting member, Jefferson Moss.
Unanimous approval of August 20, 2026 meeting minutes for the MIDA Board meeting.
Unanimous approval of Resolution 2026-21: A Resolution of the Military Installation Development Authority (“MIDA”) Amending the Military Recreation Facility (MRF) Project Area Development Standards and Guidelines Related to the Plane of Influence and Signage. MIDA’s Richard Catten explained that the Military Recreation Facility Development Review Committee recommended certain amendments to the MRF Project Area Development Standards and Guidelines to clarify language and definitions related to the plane of influence, as well as to signage as commercial space is being built out.
Unanimous approval of Resolution 2026-22: A Resolution of the Military Installation Development Authority (“MIDA”) Designating Individuals Authorized to Act on Behalf of MIDA with Respect to the Public Treasurers’ Investment Fund (“PTIF”). This is an administrative action to replace retired Paul Morris with Dan Hemmert.
Project Area Updates
Falcon Hill
SRDP’s Juan Gonzalez provided a construction and planning update, highlighting that the Roy Innovation Center expansion will create more than 5,000 jobs when complete. Link to the full presentation (PDF).
Mountain Veteran Program
MIDA’s MVP Project Area Director Ashley Burr said the non-profit program’s Executive Director, Christine Russ, is flawlessly executing on the mission to serve wounded and recovering veterans at Sundance Resort. MIDA Board member, Gary Harter, who also serves as Executive Director of Utah's Department of Veterans and Military Affairs, described his recent tour of the project area and Russ’s leadership as “truly amazing.” He said program participants are registered through March of 2027, which speaks volumes to the value the program is providing.
Burr read a recent letter of appreciation sent to the Resort’s part-owner, Bill Jensen:
“Bill, I attended the veteran’s coffee this morning and I think there were nearly 20 people there and I met a few of the vets that have gone through your other programs here and a couple of them were in tears talking about how the program has really touched their lives and frankly changed the direction and course that they were on. One particular Navy vet from San Diego connected with me and I listened to him rave about the program, but the one part of it that touched him the most was the writing program that Amber leads… he said it was so unexpected. I heard other stories today as well, but I wanted you to know that you are touching hearts and lives and changing the course of veterans that are struggling. Thank you so much for what you’ve done. I shared the same comments in person with Peter and Christine.”
Military Recreation Facility
MIDA MRF Project Area Director Heather Kruse recognized the Grand Hyatt Deer Valley and the Salute to Service guest program partnering with Operation Hero to create remembrance walls displayed in the hotel, as well as a self-guided "Remembrance Hike" at Crandal Point at the Jordanelle State Park and Reservoir, throughout the weekend of the 25th Anniversary of 9/11 and honoring the 450 Utah servicemen and responders who lost their lives in the line of duty.
Kurt Krieg, Extell’s Executive Vice President, Resort Development, highlighted Extell’s Mountainside Resort Foundation’s current support, including the fact that the Grand Hyatt Deer Valley is set to commission Utah’s first Firefighter Air Replenishment System, retrofitted into stairwells alongside existing firehose connections and providing continuous breathing air supply for high-rise fire response.
