Kurt Krieg, Executive Vice President, Resort Development for Extell, highlighted for the MIDA Board of Directors on Thursday that design and planning are underway for four secure conference rooms for military use at the MWR hotel in the Military Recreation Facility Project Area, with construction targeted to begin in April of 2027 and expected to last approximately 90 days. The project includes two fully SCIF-compliant conference rooms and two additional conference rooms with enhanced security features.

This is an unofficial summary of the Board Meeting, conducted virtually, produced by MIDA Communications staff. Minutes will be posted to the Utah Public Notice website once they are approved.

Board members present: Chair Stuart Adams, Vice Chair Jerry Stevenson, Mark Shepherd, Mike Ostermiller, Gary Harter, and Erik Rowland.

  • Unanimous approval of the minutes from the September 18, 2026 MIDA Board meeting.

  • Unanimous approval of Resolution 2026-23: A Resolution of the Military Installation Development Authority (“MIDA”) Adopting Amendments to the Falcon Hill Project Area Development Standards and Guidelines Related to Infrastructure Improvements and Applicant Clarity.

    • MIDA Falcon Hill Project Area Director Hilary Venable explained that nearly 20 years into the project area, steps are being taken to refine the Development Standards and Guidelines to reflect the project area’s evolving needs. In June, the Board approved revisions to engineering requirements, new trail standards, and administrative corrections. Today’s amendments add standards for stand-alone infrastructure permits and recordation plan review, along with definitions and clearer language regarding the review process. Falcon Hill’s Development Review Committee, comprised of expert representation from four municipalities and two counties, reviewed the amendments and recommended MIDA Board approval.

  • Unanimous approval of Resolution 2026-24: A Resolution of the Military Installation Development Authority (“MIDA”) Approving an Interlocal Cooperation Agreement with Davis County for Defense Community Infrastructure Program Funding for the Falcon Hill South End Frontage Road Project.

    • Venable explained that in September, Davis County and MIDA were awarded Federal Defense Community Infrastructure Program (DCIP) grant funding to construct the south segment of Falcon Hill Drive from 650 North to 200 south. DCIP is a competitive federal grant program administered by the Office of Local Defense Community Cooperation to improve community infrastructure that supports military installations and their surrounding communities. This project was awarded funding for its quality-of-life benefits to the Hill defense community; the segment will be fully functional day one with access from both 650 North and 200 South. It is intended to ease congestion and make daily travel more reliable, while adding safety and resilience for the base by providing secondary access points.

    • The total project budget is $13.27 million. Funding includes the DCIP award, and $4 million in local match shared between Davis County Transportation Funds and the EUL’s Master Developer, SRDP.

    • Construction is anticipated to begin in June of 2027, with the roadway projected to be ready for public use end of July 2028.

  • Unanimous approval of Resolution 2026-25: A Resolution of the Military Installation Development Authority (“MIDA”) Appointing Jed Webb as Member of the MIDA Mountain Veterans Public Infrastructure District Board of Trustees.

    • Mountain Veterans Program Project Area Director Ashley Burr introduced Utah County’s new Manager, Jed Webb, a Utah native and military veteran. The Utah County Commission designated Webb to replace Ezra Nair, the previous Utah County Manager who recently resigned, on the PID Board.

  • Unanimous approval of Resolution 2026-26: A Resolution of the Military Installation Development Authority (“MIDA”) Adopting In Lieu Fees for the MIDA Military Recreation Facility Project Area (“MRF Project Area”) in Accordance with the Terms of the Amended and Restated West Side Interlocal Cooperation Agreement Between MIDA and Wasatch County.

    • MIDA’s Richard Catten explained that MIDA and Wasatch County entered into the Amended and Restated West Side Interlocal Cooperation Agreement in 2023 where MIDA agreed to assess ‘In Lieu Fees’ in place of certain county impact fees within that portion of the MRF Project Area for which MIDA is the land use authority.

    • MIDA Board member Erik Rowland, who also serves as Wasatch County Council Chair, explained that Wasatch County recently conducted a study prepared by Zions Public Finance and has updated its Parks and Recreation Impact Fee by adopting the study. He said he is very excited to see MIDA make the In Lieu and impact fees match, and that the County Council was in favor.

Project Area Updates

  • Falcon Hill

    • Venable elaborated on the DCIP grant saying that the Davis County 3rd Quarter Transportation Grant committee recommended the Falcon Hill Drive South End project to the Council of Governments and they did approve the $3.3 million as the local match for the project. Bringing a project like this forward takes a regional effort, and MIDA appreciates the funding, planning, and continued coordination of all our partners. The museum’s Gateway Project—the entrance and gift shop buildout is now out to bid.
