April 24, 2026 MIDA Board Meeting Highlights

This is an unofficial summary of the Board Meeting, conducted in person and virtually, produced by MIDA Communications staff. Minutes will be posted to the MIDA Website once they are approved.

BOARD ACTION

  • Board members present: Chair Stuart Adams, Vice Chair Jerry Stevenson, Gage Froerer, Mark Shepherd (virtual), Mike Ostermiller (virtual), Gary Harter (in person and later virtual); and Jefferson Moss (non-voting member/virtual.) Karl McMillian attended ceremoniously.

  • Chair Adams opened the meeting by acknowledging Utah’s many deployed service men and women. From Hill Air Force Base, we have the 388th Fighter Wing, the 419th Fighter Wing, the 75th Air Base Wing, and many other sustainment operations, supporting global operations. From the Utah National Guard, we have a large number deployed within the Air National Guard and all but two tankers; and from the Army National Guard, we also have a large number deployed. Adams thanked them for their courage, sacrifice, and unwavering commitment in the days ahead. Our military is why MIDA exists – to help facilitate projects that strengthen mission readiness.

Unanimous Approval of Resolution 2026-02, authorizing and approving a loan agreement related to the Utah National Guard Project Area previously approved by the MIDA Loan Approval Committee.

Unanimous Approval of Resolution 2026-03, appointing Dylan Brauer as a member of the Cormont Public Infrastructure District Board of Trustees.

Unanimous Approval of Resolution 2026-04, adopting amendments to the Military Recreation Facility Project Area Development Standards and Guidelines, amending the lighting standards and updating other sections of the standards.

Unanimous Approval of Resolution 2026-05, declaring the satisfaction and release of special assessment revenue bonds (Falcon Hill Assessment Area), Series 2017, and authorizing the release of special assessment liens on Building 1575 (Cazador) and Building J (Redhawk.)

MIDA CFO Paula Eldredge was recognized for her financial expertise and commitment to the Salute to Service program at GRAND HYATT Deer Valley. A flag was flown at Hill Air Force Base on April 15 (appropriately, Tax Day!) in Paula’s honor. She was presented with the flag on Feb. 23 in the dedicated military concierge lounge at GHDV, North Star. 

  • MIDA Executive Director Paul Morris outlined the proposed Stratos Project Area, a 40,000-acre development in west unincorporated Box Elder County focused on large-scale energy generation and advanced data infrastructure.

The Project Area Military Land includes a portion of the Utah Test and Training Range (“UTTR”) and land owned by the State adjacent to the UTTR land. In addition, this Plan designates the remainder of the UTTR land, Hill Air Force Base, the Falcon Hill Project Area, as amended, and the statewide National Guard properties described in the Utah National Guard Project Area Plan, as military land associated with the Project Area.

The Project Area is intended to support the development of state-of-the-art energy generation; hyperscale data center(s); advanced manufacturing; housing, commercial facilities, and other compatible uses; and, the corresponding infrastructure and improvements. Of particular importance is recognizing the rural/agricultural nature of the surrounding area and the continuance of ranching uses prior to and after construction.

  • Water rights associated with the private property owners is what will be used

  • Closed-loop, recirculating cooling systems

  • Significantly reduced ongoing water consumption

  • Direct access to Ruby Pipeline (major natural gas corridor)

  • On-site power generation (no added strain on grid)

  • No expected increase in local electricity rates

  • Supports long-term grid stability

Energy resilience strengthens national security while also supporting regional economic growth and workforce development. The nature of the type of data center being contemplated will specifically cater to hyperscale providers who include the federal government and related defense industry users as clients.

The Development Project enhances the alignment of local, state, and national initiatives to protect critical infrastructure, advance energy reliability, and support national defense and long-term energy independence. The planned energy users are large data centers and advanced manufacturers that will both directly benefit military and national defense related missions and the public generally. Both the energy generation and the large energy users will provide significant economic growth to the military, the County, and the State.

Pursuant to the MIDA Act, the inclusion of non-military land within the Project Area requires the consent of the County through the adoption of a resolution (“County Consent”), as well as the consent of each private landowner whose property is included within the Project Area (“Landowner Consent”). Each private landowner has provided MIDA with their Landowner Consent. [Box Elder County Commission was expected to vote on its consent on April 24; this has been moved to Monday, April 27.]

Lead investor, Kevin O’Leary / O’Leary Digital, remarked virtually, saying Utah’s and Box Elder County’s leadership are extraordinary and unprecedented, and speaking to the importance of competing with China. 

Michael Moore, Director of Staff, Hill Air Force Base, 75th Wing Command, and Utah National Guard’s General Shawn Fullenbach also spoke to the importance of the Stratos Project Area to national defense, and to HAFB and UNG military readiness.

Board member Froerer mentioned Weber County’s support and willingness to work with Box Elder. Non-voting member Moss highlighted the economic growth potential for Northern Utah and the major implications of the proposed project across the world.

Unanimous Approval of Resolution 2026-06, adopting the Stratos Project Area Plan and directing the Publication of Notice of its approval in a newspaper of general circulation as provided by law.

Unanimous Approval of Resolution 2026-07, adopting the MIDA Stratos Project Area Development Standards and Guidelines that will control the development of property within the Box Elder location of the Stratos Project Area.

Unanimous Approval of Resolution 2026-08, approving and authorizing the execution of a development agreement between MIDA and the Master Developer of the Stratos Project Area.

Unanimous Approval of Ordinance 2026-01, levying a municipal energy sales and use tax in the Stratos Project Area.

Unanimous Approval of Resolution 2026-09, approving and authorizing the execution of the Interlocal Cooperation Agreement between MIDA and Box Elder County. (Contingent on Box Elder County Commission action.)
