December 16, 2025 MIDA Board Meeting Highlights

Board members present: Chair Stuart Adams, Vice Chair Jerry Stevenson, Mark Shepherd, Mike Ostermiller, Gary Harter; and Jefferson Moss (non-voting member.)
BOARD ACTION
Unanimous Approval of meeting minutes from the Nov. 17, 2025 MIDA board meeting.
MIDA Deputy Director Ariana Farber explained that the following two resolutions are a) pending Tooele City Council review and approval on Wednesday, Dec. 17, 2025; and b) are critical to providing critical water infrastructure to the site and the city.
Unanimous Approval of Resolution 2025-23 Adopting the First Amendment to the Interlocal Cooperation Agreement with Tooele City in the Utah National Guard Project Area.
Unanimous Approval of Resolution 2025-24 Adopting Utah National Guard Project Area Plan Part 3 and Directing the Publication of Notice of its Approval in a Newspaper of General Circulation as Provided by Law.
Unanimous Approval of Resolution 2025-25 Adopting the Tooele Army Depot Project Area Plan Part 1 and Directing the Publication of Notice of its Approval in a Newspaper of General Circulation as Provided by Law.
Chair Adams remarked that putting the Army Depot into the project area will create tremendous opportunities for all types of businesses.
Executive Director Paul Morris reminded that the next MIDA board meeting will be January 13, 2026 and will include project area updates.
